Politics behind No session in Belgaum

There is a never austerity fever in India with each and every politician is trying to get to the limelight and some automatically get the lime light.

In Karnataka the Belgaum session was cancelled and it was said that it’s to save the exchequer the 50 to 75 crores that otherwise would have been saved if the session is held in Bangalore and also that it’s difficult to shift the government machinery. But reasons for this are different from this I guess.

The state Govt. had conducted two sessions earlier amidst stiff opposition from MES.

But this time the BJP leaders from Delhi have asked BSY not to hold the session in Belgaum until the assembly elections are over in Maharashtra as per the advice of the Maharashtra state unit. The main reason behind this, holding of the assembly session in Belgaum would cause to the BJP Shiv Sena alliance.

This is bad news for Belgaumites. For the past couple of years, assembly session in Belgaum was a boon to the city (some parts) by which the roads were re built, street lightening repaired and also some other beautification works of the city had taken place.

This time CM, Yedurappa had had first sighted to hold the session in Belgaum but with revolt from the administration and the opposition he has finally called it off. The chief minister disclosed that the cabinet had decided to convene the session for fifteen days in Bangalore instead of Belgaum as a session in Belgaum could affect the academic calendar.

At the previous sessions held CM had promised that one session in the New Year would be held at Belgaum. This time it will be a miss. The Suvarna Vidhan Soudha is under construction and now the ground leveling work is in progress 24by7 and the new Soudha should be ready in another 18 months and only then we could have the session here in Belgaum.vidhansou

As it is written at the Vidhan soudha in Bangalore: “Government work is God’s work” we can expect the building to be ready in 2 years and till then also for a assembly session in town.

Uncertainty over assembly session in Belgaum

The rumors that the government may not hold the Assembly session in Belgaum indicate that BSY administration’s apathy to developing the district and this part of the state, according to the Kannada Organisation’s Action Committee (KOAC).

Former CM Kumaraswamy and then his deputy Yeddyurappa had announced that the government would hold the legislative session in Belgaum every year for at least one week, but this does not seem to be happening. The Karnataka Rakshana Vedike (KRV) has gone one step further to almost dare the government not to hold the session in Belgaum. The opposition says the Govt. has not fulfilled its promises made in the earlier sessions held here.

BSY said that the construction of the Suvarna Vidhana Soudha is in progress and the city would also play host to the World Kannada Conference.

12 crores drained for assembly session in Belgaum

12, 33, 64,000 (12 crores 33 lakhs 64 thousand) have been spent by the government exchequer for the assembly session held in Belgaum from 16 to 24 January 2009.
For the 9 days a sum of Rs. 91, 83, 108 (91 lakhs 83 thousand 108) were spent on the food for the Ministers and other officials. So a sum of Rs.1100 was spent per person per day.

The PWD spent Rs.2, 98, 50, 000 for the roads. The administration had ordered for laying of roads which were not repaired in the past 3 years but the same roads were repaired again using these funds.

Bedsheets, beds worth Rs.30 lakhs were bought for the MLA’s. Rs.2,84,998 were spent on buying Napkins. After the session was over the administration said that the beds etc will be given to district hospitals and hostels.

For building the assembly halls M/s Raja enterprises Bangalore were paid a rent of Rs.1,79,77,000. When the previous assembly session was held the order for the hall building was given to the same company.

Rs.18,76,468 were spent on fuel and Rs.16,37,426 were spent as rentals for various cars.

Rs.12 lakh forty thousand were given to the corporation for street lighting & Rs.3 lakh 75 thousand to the Kannda culture department for organizing cultural events.

Last time in 2006 a sum of Rs. 5 crores were spent and this time for the January session 12 cores were spent.

All this info was given out by Bhimmappa Gadad who had filed an RTI. He also alleged that there could be misappropriation of funds to the tune of Rs.2 crores. He will follow up the matter with the Lokayukta he added.

The festivity over in Belgaum

Should I say the party (festivity) is over or at last it’s over, leave it to you?

Party I am talking about is the Assembly session; it was a party for the MLA’s and MLC’s. They came they ate, they spoke about everything other than what was meant and they went back.

Now that the party is over (assembly session) all the hype of the session is over. A few roads were made over which was a good thing for the city, some high mast street lamps another good sign. Some pavements remade which if last for a while can see commuters walk over them.

There were no power cuts in the city for the past 10 days or so. It was a welcome relief but even before we could breathe the power minister has already stated that the scheduled power cuts of 4 hours will begin from Tuesday.

The fate of the plants (rather I say tress) in the divider of various roads is not known. They were watered till yesterday and from now on who is their god father is to be seen. Similar trees planted during the 2006 session were removed as they never grew and new plants were put in the same holes and we could expect the same to happen the next year, as I won’t think the new Suvarna soudha would be ready by next year.

The Hoteliers will feel awful as they were working to full occupancy for these 10 days, even the smallest of smallest hotel was fully occupied. The sweet shops must have minted a few more rupees when everyone going back home must have taken some sweet from here, normally Kunda or Kardant. A few who knew about Belgaum sarees were seen in Shahpur buying the same.

The government will say that the session was highly successful and this was the first step towards the development of north Karnataka, the opposition otherwise. But we have to think over what really happened. A few bills were passed in which nothing was there for Belgaum or north Karnataka. The assembly session was held to have discussion about the development of North Karnataka but in reality nothing converged. The whole session was superseded by the illegal mining issue and that issue too was left half way saying it will be discussed in detail at the budget session in Bangalore.

Various memorandums were presented to the CM and he readily accepted it. The Belgaum corporation new building was opened in a hurry and such other things were done in a hurry.

The finances of the state govt are in dire state. There is huge under recovery of taxes as it was mentioned in the assembly session due to the economic slowdown, but nothing encouraging was discussed about it either.

The BJP government took a politically immature decision under pressure from Kannada organizations. The MES has lost its base and far away from any immediate recovery. But, K-organizations want to encash only to boost its bargaining power with political parties in the elections. Raj Thakery is suffering from identity crisis and in hurry to do something in a highly fanatic manner, even though some of the issues raised by him are genuine which are not restricted to Maharashtra alone but also in other states of India, including Karnataka. But his style of thinking is political aimed at vote bank.

This time the border issue also saw a rebirth and violence after many years. This time the timing for the border issue was right I guess. Elections are due in next couple of months and all parties want to have one issue. Raj Thakrey’s MNS has stealed the Marathi Manoos issue from the Shiv Sena and hence this time The Shiv sena caught up with the Border issue. Other parties were not be left behind like the NCP and the Congress and the BJP stating that Belgaum should be made into a union territory.

Here in Karnataka there was violence all over and agitations against the MES. But thank fully nothing turned out bad in Belgaum. It was far from Belgaum. But the after effects are still being seen as the interstate bus services are still affected after a few of them were burnt by both sides.

Now you might say what all rubbish this Uday is writing all negative only. But I began to write this post with some positives of this session for Belgaum, didn’t I. Good roads, No power cuts, some basic infrastructure development on a small scale.

It’s all up to you the common man to rethink what has been achieved, I am not against the assembly session being held here, I am for it, but the purpose for which it had been called for has not been achieved and that is my only blubber.

 This is what is promised for Belgaum:

Development of a botanical park at the Vaccine Depot at a cost of Rs. 5 crore for which a master plan would be prepared, improving and extending the sewerage system at a cost of Rs. 120 crore, a 35-km ring road at a cost of Rs. 150 crore and a sum of Rs. 5 crore to be released for land acquisition

The KIADB would establish a foundry cluster on 500 acres of land near Machche village. A 3-km road linking National Highway No. 4 to the Kanabargi Auto Park would be laid by the KIADB.

The Karnataka Govt. citing the danger of a law and order situation has arrested Ex MLA and MES leader Manohar Kinekar, last night. Other couple of other MES leaders was also arrested with him.
The state govt, has denied the MES permission for the parallel Maha Mellava and hence these arrests. A few more could be arrested today.
There is huge police establishment in Belgaum since yesterday and Belgaum is turning into a fortress. About 4000 police personal have been called in for duty to Belgaum from various other places. Rapid Action force has also been called in.
The situation could get hotter through the day.
Even after the arrests the MES claims it will hold the maha Mellava, may what come.

Belgaum getting a face lift: roads, pavements

Thanks to the proposed Belgaum session of the legislature the roads of Belgaum are getting a makeup done. I am on purpose saying makeup, as its only make up on the old roads. But whatever it might be its good for all of us.
In the picture: The Sanchayni Circle road being re-laid. Congress Road is also being done and some other roads leading to JNMC have already been completed.
Himast Street lamps like those in many circles of Belgaum will be installed in more than 25 places now. Pit holes have been made at many places, I have seen them in Sanhcayni Circle & Gogte Circle, so we could now see them illuminated which was needed.
The part of college road from IDBI bank towards bogarves, the left most area of the road a new pavement of concrete has been laid.
To welcome this all the Ad Board on the Nucleus mall is back in running and is now showing both social service and private ads. The dividers at Bogarves circle are also being replaced by new ones. Still many things have been done throughout the city but its all main roads. The internal roads have been neglected and the whole machinery is now engaged is last minute makeup of roads etc.

Legislature session in Belgaum: MES opposes

The Maharashtra Ekikaran Samiti (MES) has threatened to organize agitations (Maha Melavas) if the Government went ahead with holding of the legislature session of the in Belgaum in January, against the wishes of Marathi-speaking people.

It has also said that the Government would be responsible for any untoward incidents during the agitations.

“Maha Melava” on January 16 is planned as a parallel session when the session starts.
As the matter is pending in the Supreme Court it is unfit for the state government to hold a session here, the leaders here said.

'Karnataka 2020' Vision: Belgaum may benefit

For all-round development of the State Chief Minister B.S. Yeddyurappa said the Government is preparing a vision document 'Karnataka 2020'.

A session of the State legislature would be convened in Belgaum in September-October.
The foundation stone would be laid for Suvarna Vidhana Soudha building in Belgaum and work on the Kalasa-Banduri nala scheme, a drinking water project, would be expedited.A world Kannada conference would be organized in Belgaum in November, he said.

The plans of the CM are commendable, but when will the Suvarna Soudha be built and Infact where is biggest question. The allotment made in the budget for the Vidhan Soudha is there since two state budgets. What has happened in reality ZERO?

Even say if the work on the Vidhan Soudha starts when there is a assembly session in Belgaum (and where will that be, again KLE Auditorium) for the whole building will require 3-4 years to be built so by then elections would come up and suppose there is another govt. This soudha will wait for an opening. :)
