Politicians’ worldwide just need a reason to throw mud on others, if something good has happened they want to take credit and if it is otherwise curse the other.

Similar is going on in Belgaum now over the bringing the city under Jawaharlal Nehru National Urban Renewal Mission (JNNURM).

 MP Suresh Angadi said that he had recently met Union urban development minister Jaipal Reddy and requested him to sanction funds for the integrated development of the city. According to him, the city will get Rs 650 crore for projects related to drinking water, roads, beautification, grade separators, drainages, etc. With the projects already mentioned in the budget, Angadi said the works would be completed in a year.  

The Congress MLA from Belgaum North, Feroz Sait, has said that Belgaum was brought under the JNNURM because of the concerted efforts of Congress leaders from the State and Union Minister for Labour Mallikarjun Kharge. He said Mr. Kharge had convinced the Ministry of Urban Development that Belgaum city should be included.

 

A sum Rs.650 odd crores are at stake which if utilized in a appropriate approach can change the look of Belgaum. But as Govt schemes work and are implemented nothing great should be expected. The Congress will take credit and the BJP as well, we as citizens need improvements done that’s it, we have nothing to do with Congress or BJP.

Belgaum to benefit from JNNURM

Belgaum has been identified along with Mangalore; Hubli-Dharwad for implementation of urban infrastructure projects under one of its flagship programmes Jawaharlal Nehru National Urban Renewal Mission (JNNURM).  

Urban Development Ministry deciding to extend the JNNURM scheme to smaller cities with a population of over 5 lakh and less than 10 lakh,Belgaum has been selected. The current population of Belgaum is 6 lakhs and cantonment area counts in for another 1lakh 30 thousand. 

Amount to be released by the Centre is not yet finalized but it would be sizeable as the scheme involves several developmental activities such as construction of several flyovers, underpasses, storm water drainages, drinking water supply and beautification of roads. 

Making Belgaum a model district is Angadi’s prime intent

In an interview to TOI, newly elected MP Suresh Angadi said that his prime intent was to develop Belgaum District as a model district.

 He also said, he is keen on developing basic infrastructure that is needed to declare Belgaum officially as a second capital by government. He plans to complete the ongoing irrigation projects and set up new industries.

Belgaum bus station will be developed

Today’s Deccan Herald carries an advertisement by the NWKRTC (North Western Karnataka Road Transport Corporation) which calls in for request for proposals for Project Development of Bus Station & Commercial Complex on NWKRTC site at Belgaum.

The project will be implemented by IL&FS IDC, which is the infrastructural wing of IL&FS serving a wide array of sectors throughout the country

The 100 Crore question of Belgaum

For many years the government was not looking into the issues related to development and infrastructure in Belgaum. But off late the successive governments are taking a keen interest in the development of Belgaum which is mainly propelled by the influence and efforts of various organizations. Unluckily none of the politicians from Belgaum have played any role in pressurizing the government; it is the successful efforts of the Organizations that have helped.
The Belgaum City Corporation under different grants has done many road works. Funds from flood relief, 17.80 crores from SFC grant, and 14 crores from World Kannada meet, Special fund before Belgaum's winter sessions. The main roads and other roads works have been completed. In fact some roads have been re-done before the maintenance periods got over.

The 100 crore grant is an additional grant to the BCC for overall development of Belgaum City. The Highlights of the present action plan is only on Roads, more than 90% of the grant is to be utilized for Roads and the remaining 10% for drains and electrical works.

Why have they not considered other infrastructure which the city badly needs?
The market area needs multi level parking, Widening of Roads, beautification of existing parks, Amusement parks, under passes(near Court compound and elsewhere), over bridges, Bus shelters, Community Halls, etc. The development of city does not only mean building roads. We also need other infrastructure in place.
When people demand for infrastructure Corporation officials & authorities say there are no funds, but when funds are available they are misutilized for wrong purposes. How many times to do they want to build the same roads again and again?
The proposed action plan was planned by private engineers it is said. The corporation has not bothered to see if the road works proposed in this action plan are due for work or they are still in the maintenance period.
The Karnataka Rakshane Vedike is demanding to stop the tendering process and scrap the existing action plan and come up with a new comprehensive action plan which provides opportunity for:
Construction of multi level parking
Widening of Roads
Beautification of existing parks
Amusement parks
Under passes (near Court compound and elsewhere)
Over bridges
Bus shelters
Community Halls

Before the action plan is re proposed they should have a meeting of all organizations and take their opinion and they should have some professional urban planning firms to advice and overlook on the works.
The KRV was protesting with the same at the Corporation office, but to my surprise no one covered the news. I have no idea why this is so? I am just doing this after getting inputs from KRV and I guess what they have stated is correct, Why only roads build other infrastructure also using those 100 crores. The KRV added that the above mentioned infrastructural developments are only a few which the city needs, there could be many more.
It was also felt that the citizens of Belgaum should come together under a common platform for the development of Belgaum. All the citizens’ forums working in the city and the public at large should take keen interest in the development of the city.
I request readers to comment on this and debate heavily; after all it’s our own tax payer’s money that will be utilized here again.

SPECIAL BUDGET GRANT FOR THE DEVELOPMENT OF Belgaum

The Belgaum city corporation has invited tenders for various development works in Belgaum under the special grant from the State government.

The works include roads, UGD, Central Lighting works etc in Belgaum city. The works include very many roads of the city mainly roads that were not touched up during the Assembly session and those covered here again are for other works such as dividers and street lights.

The total cost of tenders is a whopping 9317.627 Lakhs. (This figure was gained after adding all the 31 packages)
The time limit for all the works is 9 months.
Last date for submitting application for tender forms document is 12-02-2009
Opening of Technical Bids by the Commissioner, Corporation of the City of Belgaum is on
02-03-2009 at 11.30 am or any other date will be intimated later.

What schemes Belgaum got after the session

This is what is promised for Belgaum: 1. Development of a botanical park at the Vaccine Depot at a cost of Rs. 5 crore for which a master plan would be prepared
2. Improving and extending the sewerage system at a cost of Rs. 120 crore
3. A 38-km ring road at a cost of Rs. 150 crore and a sum of Rs. 5 crore to be released for land acquisition
4. The KIADB would establish a foundry cluster on 500 acres of land near Machche village
5. A 3-km road linking National Highway No. 4 to the Kanabargi Auto Park would be laid by the KIADB.

The festivity over in Belgaum

Should I say the party (festivity) is over or at last it’s over, leave it to you?

Party I am talking about is the Assembly session; it was a party for the MLA’s and MLC’s. They came they ate, they spoke about everything other than what was meant and they went back.

Now that the party is over (assembly session) all the hype of the session is over. A few roads were made over which was a good thing for the city, some high mast street lamps another good sign. Some pavements remade which if last for a while can see commuters walk over them.

There were no power cuts in the city for the past 10 days or so. It was a welcome relief but even before we could breathe the power minister has already stated that the scheduled power cuts of 4 hours will begin from Tuesday.

The fate of the plants (rather I say tress) in the divider of various roads is not known. They were watered till yesterday and from now on who is their god father is to be seen. Similar trees planted during the 2006 session were removed as they never grew and new plants were put in the same holes and we could expect the same to happen the next year, as I won’t think the new Suvarna soudha would be ready by next year.

The Hoteliers will feel awful as they were working to full occupancy for these 10 days, even the smallest of smallest hotel was fully occupied. The sweet shops must have minted a few more rupees when everyone going back home must have taken some sweet from here, normally Kunda or Kardant. A few who knew about Belgaum sarees were seen in Shahpur buying the same.

The government will say that the session was highly successful and this was the first step towards the development of north Karnataka, the opposition otherwise. But we have to think over what really happened. A few bills were passed in which nothing was there for Belgaum or north Karnataka. The assembly session was held to have discussion about the development of North Karnataka but in reality nothing converged. The whole session was superseded by the illegal mining issue and that issue too was left half way saying it will be discussed in detail at the budget session in Bangalore.

Various memorandums were presented to the CM and he readily accepted it. The Belgaum corporation new building was opened in a hurry and such other things were done in a hurry.

The finances of the state govt are in dire state. There is huge under recovery of taxes as it was mentioned in the assembly session due to the economic slowdown, but nothing encouraging was discussed about it either.

The BJP government took a politically immature decision under pressure from Kannada organizations. The MES has lost its base and far away from any immediate recovery. But, K-organizations want to encash only to boost its bargaining power with political parties in the elections. Raj Thakery is suffering from identity crisis and in hurry to do something in a highly fanatic manner, even though some of the issues raised by him are genuine which are not restricted to Maharashtra alone but also in other states of India, including Karnataka. But his style of thinking is political aimed at vote bank.

This time the border issue also saw a rebirth and violence after many years. This time the timing for the border issue was right I guess. Elections are due in next couple of months and all parties want to have one issue. Raj Thakrey’s MNS has stealed the Marathi Manoos issue from the Shiv Sena and hence this time The Shiv sena caught up with the Border issue. Other parties were not be left behind like the NCP and the Congress and the BJP stating that Belgaum should be made into a union territory.

Here in Karnataka there was violence all over and agitations against the MES. But thank fully nothing turned out bad in Belgaum. It was far from Belgaum. But the after effects are still being seen as the interstate bus services are still affected after a few of them were burnt by both sides.

Now you might say what all rubbish this Uday is writing all negative only. But I began to write this post with some positives of this session for Belgaum, didn’t I. Good roads, No power cuts, some basic infrastructure development on a small scale.

It’s all up to you the common man to rethink what has been achieved, I am not against the assembly session being held here, I am for it, but the purpose for which it had been called for has not been achieved and that is my only blubber.

 This is what is promised for Belgaum:

Belgaum session: Congress criticizes: Belgaumites Rejoice

Leader of the Opposition in Karnataka Assembly Mallikarjuna Kharge today criticised the State government for having called the special Assembly session in Belgaum this month 'in a hurry'.
The duration of the session to be held in Belgaum was very short and should have been 20 days instead of three or four days. The government has convened the session only to fulfill the constitutional obligations which will not serve any purpose.
Governor Rameshwar Thakur will address the joint sitting of the State Legislature scheduled to begin from January 16 in Belgaum.
There will be no question hour during the Belgaum session. Both houses will sit on Jan 17 and take up obituary references. Official business will be taken up for six days from Jan 19 to 24. The houses will adjourn on Jan 24.
No question hour means the problems of the common man will not be raised, which is a must in democracy then why this Natak in Karnatak.
But, due to this session the roads are getting a new lease of life. Buildings are being painted, new High mast street lamps will be put up, about 25 in 10 days time, dividers being put and painted. Traffic signals being repaired and many other such things are been taken up right now in the city.
So this is nice for Belgaum.

Rs 100 crore for improving infrastructure in Belgaum-BSY

Chief Minister B S Yeddyurappa said the government has taken up development works including Vidhana Soudha in Belgaum at a cost of Rs 600 crore. He said the government had announced Rs 100 crore for improving infrastructure in Belgaum. Of that Rs 50 crore would be released in the present financial year and the rest in the next year. As much as Rs 120.98 crore had been earmarked for underground drainage facility in the town. Besides, work on airport in the city was going on at a fast pace. Acquisition of land for the project had been completed.
The CM said that the government would announce dates of World Kannada Summit in Belgaum by the end of this month. The government would hold Legislature session in Belgaum. The dates of the session will be decided after dates for by-polls in the states are announced.

Ministers come; Go and all assurances also

Poor response evoked in the meeting called in by the Belgaum City Corporation (BCC) on Wednesday to facilitate the public to interact with Minister for Urban Development S. Suresh Kumar and air their grievances on various civic issues.
Belgaum District Contractors’ Association submitted a memorandum to the Minister highlighting the pathetic state of affairs in the corporation. He said that various illegal structures had come up in the city and cited examples in New Gandhi Nagar and Hindalga localities. All such illegal constructions had caused huge loss of revenue to the BCC.

The Belgaum Bar Association demanded to construct a subway connecting the old Court Complex and the new Court Complex (which is on the other side of the road) and provide a bore well and toilet facility in the court complex.
The Minister proposed to set up a task force to take care of development requirements of Belgaum city. The task force, likely to be constituted next month, would have members from all sections of society, including voluntary organizations, he said.
He said that the Government had decided to develop the Vaccine Institute premises, spread over 150 acres, into a garden of medicinal plants with walk ways and other facilities for making it into a good park.
We as citizens believe, all that the minister has said or promised is taken up with due diligence; as we all know Ministers come; Go and all assurances also go along with them.

The city saw some clean up job as the minister was visiting the city. The road dividers were being painted until late nights when the BCC should have taken care of filling the potholes on the roads. Instead of painting the dividers, if the potholes were filled up, at least some good wishes might have gone to the BCC.

BUDA website launched

The Belgaum Urban Development Authority has just launched its website, http://belgaumuda.org/.

The site is simple and not much data is there. Some n going projects have been mentioned and the upcoming projects have a mention.

However, the site lacks interaction, (its true why does a govt. Dept site be interactive) but I guess it should have been more users friendly & interactive.

In the contact us the list of phone numbers are there but the email part is empty, which I think should have been there, Infact there is no email contact at all; you can only telephonically or in reality get in touch.

Many such sites are made and forgotten, I just wish websites of govt departments area necessity and they should be there and updated regularly. Many sites that are made by spending so much money are never updated once they are launched.

Rs. 2,499-crore action plan prepared for Belgaum

Belgaum will be developed as a model city: Chief Minister

The Belgaum district administration has prepared a Rs. 2,499.70-crore action plan to take up various development works and provide better civic facilities.
The action plan comes in the wake of Chief Minister B.S. Yeddyurappa’s announcement to develop Belgaum as a “model city”.

According to the break-up, the district administration has proposed to spend Rs. 1,093 crore on road development/improvement works, including Rs. 58 crore on a fast-track corridor connecting four major roads of the city, and Rs. 250 crore on construction of hi-tech circles at the intersections of roads.

A sum of Rs. 90 crore would be spent on construction of 25 new gardens (in addition to the existing 22 gardens) in the city, developing sport and cultural centres and other facilities to meet entertainment and recreational needs of the people.
Another Rs. 18 crore would be spent on the underground drainage system, Rs. 333 crore on electrification, Rs. 235.45 crore on developing health facilities by increasing beds in the District Government Hospital to 1,000 and Rs. 183.25 crore on developing industrial areas around the city.
The Chief Minister, who interacted with representatives of various social organisations and those representing industry here on Saturday, sought for cooperation from all quarters to implement the action plan.

Those present at the meeting included district in-charge and Water Resources Minister Basavaraj Bommai, MPs Suresh C. Angadi and Prabhakar B. Kore, Deputy Commissioner G. Ravishankar and Belgaum City Corporation Commissioner P.A. Meghannavar.
Subsequently, Mr. Bommai held a meeting with district officials and reviewed the progress of work in the boundary areas of the district. He told the officials to expedite all work.

Government will organise world Kannada meet in Belgaum: Bommai

The State Government will organise the proposed world Kannada meet in Belgaum city, Minister for Major and Medium Irrigation Basavaraj Bommai, who is also the district in-charge Minister, announced here on Friday. Dates for the event would be announced soon, he said.

Mr. Bommai said he would try to solve the problems impeding the growth of industries and get more funds to expedite development works in the city. The Minister said he would urge the Chief Minister to establish a special economic zone and a food park in the city, besides implementing works on establishment of information technology and biotechnology parks. Mr. Bommai asked the BCC officials to show improvement in the civic works within 30 days.
There were also demands on naming the airport and the central bus stand here after Rani Chennamma and construction of a wholesale vegetable market complex by the dealers who had purchased land on their own for the purpose.

Belgaum's spare parts industry in limbo:CNBC-TV18

Some serious development is on cards in Belgaum, which comes in the northern part of Karnataka. CNBC-TV18 finds out more. It is a long drive through northern Karnataka before one reaches Belgaum, where three-fourths of the people speak Marathi. This road is its lifeline. Part of the golden quadrilateral, it connects Belgaum with Mumbai and Pune.

Belgaum's Rs 320 crore foundry industry supplies Mahatrashtra's carmakers with spare parts. The foundries also source raw material from Maharashtra, which makes the parts 8% more expensive because of inter-state taxes.

The industry would rather be part of Maharashtra and politicians have taken up the cause. The tussle between Maharashtra and Karnataka is in the courts and the Karnataka government is doing all it can to prove it's developing the district.

In September last year, the Karnataka government held one assembly session in this building here in Belgaum to send a clear message that Belguam is very much part of Karnataka and further prove their point they decided to change officially change the name of the town to its Kannada name Belgavi a few months ago.

Belgaum will soon also have an IT park, a textile park, a foundry cluster, two SEZs, a new airport and a mini Vidhan Soudha. The town will host two of Karantaka's investor meets and the World Kannada Forum.

Amita Prasad, Regional Commissioner, Belgaum Division says, "Belgaum is an integral part of Karnataka and development has always been happenng. From the government point of view Belgaum is a part of Karnataka."

There is a striking difference in development between north and south Karnataka. A Najundappa Committee report says the south is 10 years ahead. But now Belgaum in the north is getting its due.

Many of you after reading this may not adhere to the top, but I just wanted to show how national media thinks about Belgaum.If the same was published in TarunBharat it would be said that its Pro Marathi. If the same appeared in a Kannada paper Pro Kannada. I am a BELGAUMITE for me both are languages I know to read and write and its does not matter untill and unless there is some development.
