Chidambaram says Belgaum cannot be UT

Mr.Chidambaram virtually snapped at the Maharashtra delegation led by state Chief Minister Ashok Chavan demanding Union Territory (UT) status for Belgaum.

The high-power delegation with members from the ruling Congress, NCP, RPI and the BJP was “taken to task” by the Home minister on Tuesday for alleging “harassment and oppression” of Marathi-speaking people in Karnataka.

Chidambaram put the delegation on the back foot by further reminding them that Belgaum had even hosted two state Assembly sessions. The delegation’s demand lost much steam when Chidambaram recalled that the foundation stone for “a new Vidhan Soudha” had already been laid in Belgaum. Belgaum is part of the state, how can it be made Union Territory, the Home minister asked.

FIRST time in the five-decade-old history of Maharashtra Ekikaran Samiti (MES) the pro-Maharashtrian organization is facing tough time with rebels contesting in four out of five Assembly constituencies in Belgaum district.

Six activists have contested as rebel against the official candidate in Khanapur constituency alone. Ramesh Pavale and Badavannache have contested against official candidate former mayor Vijay More in Belgaum North, former mayor Shivaji Sunthakar is contesting against former MES MLA Manohar Kinekar in Belgaum Rural, Deepak Dalavi is contesting against Kiran Sainak in Belgaum South and Muralidhar Patil, Vaishali Patil, Aravind Patil, Mahadev Maragale, Mugutsab Dharwadi and D M Gurav contested against former MES MLA Digambar Patil in Khanapur.

Apart from this MES is also facing threat from Shiva Sena as its district chief Prakash Shirolkar is contesting from Belgaum South and Khemanna Patil in Khanapur. Meanwhile, MES is being divided in different groups as its former Uchagoan MLA B I Patil openly declared his support to Sunthakar in rural segment and advised the MES activists to work for his victory.

Vijay More faced a tough time during his campaign too. As may as 18 galli units opposed his candidature and asked him to stay back from the election in the interest of the Marathi speaking population in the border areas. The pro-Maharashtrians opposed More’s candidature as he is not a Marathi speaking person and is a new entrant into the organisation.

But MES, defending its decision, pointed out that Marathi speaking population in Belgaum North was reduced to minority after delimitation. Presence of More would attract even non-Marathi votes, particularly dalits and backward community people, MES felt

'No' to merger with M'rashtra

Ever since the reorganisation of Indian states in 1956, Karnataka's border dispute with Maharashtra over parts of Belgaum district, has been rearing its head at regular frequency. How do voters in the state respond to this issue?

Respondents to a survey were asked if they had heard about the dispute. Those who replied in the affirmative were further asked whether the demand to merge the areas claimed to be Marathi-speaking with Maharashtra was in any way justified or was unjustified. Across the state, less than half the respondents had heard about the border dispute with Maharashtra. The level of awareness about this dispute was expectedly much higher in the Mumbai-Karnataka region. Respondents in the Coastal Karnataka region too were more aware of the existence of a border row. In the Hyderabad-Karnataka region there was greater awareness of the issue as compared to those in Central Karnataka, Southern Karnataka and Bangalore. The survey was conducted in six of the 18 constituencies in Belgaum district. Not surprisingly, the level of awareness about the border dispute was much higher in Belgaum district with nearly two-thirds of the respondents claiming to be aware of the issue.

It was noted that more than two-thirds of those who took a stand on the issue felt that it was unjustified to demand for the merger of what is termed as the Marathi-speaking regions with Maharashtra Among those who said that the demand was not correct, an overwhelmingly large percentage of them said that the demand was totally unjustified. It is important to record that in the Belgaum district too, nearly 60 per cent of those who took a stand on the issue said that the demand was unjustified. Here too, a significantly large proportion opined that merging the so-called Marathi regions with Maharashtra was unjustified.

Mrashtra's Belgaum bid futile: Centre

The Centre has told the Supreme Court that Maharashtra has been fighting a futile legal battle demanding the annexation of 814 villages in Belgaum, Karwar, Bidar and Gulbarga districts of Karnataka, which have significant Marathi-speaking people.
“It is neither feasible nor desirable to demarcate the borders of villages, taluks and districts in a manner that the people speaking one language can or may be retained in one state only. Such a solution has severe practical problems and severe consequences, which have been succinctly laid out by States’ Reorganisation Commission (SRC) in its report,” said an affidavit by the Director of the Union Home Ministry, which is in the possession of Deccan Herald. However, copies of the affidavit are yet to be provided to the parties.The document, prepared by then Solicitor-General Golam E Vahanvati and filed on November 16, 2006, said, “It is submitted that in the process of reorganisation, a certain minimum amount of linguistic overlap is to be expected along the border.”Linguistic homogeneity as a concept is beset with practical problems, espe-cially in the case of a multi-lingual country like India, as discussed in SRC report.
In another affidavit prepared on August 23, 2006 but not filed following public outcry in Maharashtra, the Centre had urged the apex court to “dispose of the suit” filed by the Maharashtra government in 2004.With a piece of advice, the UPA government said boundary disputes in any multi-lingual country are best resolved with the mutual consent or agreement of the states concerned arrived at through amicable negotiations, which the Centre is committed to facilitate.The Centre said: “The various insinuations and allegations by Maharashtra are not admitted.”It justified the findings in the report submitted on September 3, 1967 by Mehr Chand Mahajan, the chairman of the commission constituted to resolve the border dispute between the two states, and said the matter was settled 41 years back. The next hearing of the case has been scheduled for March 26. The previous hearing in January third week was adjourned after Maharashtra which was to file its reply on the day did not do so.

We are totally upset over the recent attitude and act of state government especially education department and vice chancellors of VTUThe VTU Bosh and Rexorth R & D centre is opened in Mysore and even the German tool room was established at Bangalore, the e-learning studio of VTU is in Mysore,Why not the proper expansion of VTU takes place in Belgaum.
Why the government have this sham and show off in showing its attitude towards North Karnataka in general and Belgaum in particular, North Karnataka cities mainly Belgaum and twin cities hubli dharwad are the best potent cities with diverse culture and skilled manpower resource ,I highly feel off for such attitude of state government, I want Belgaumites to come forward and fight for such discrimination , Why not Belgaum have such development centre and studios.
The wake up call some weakness and strength
Strength :Belgaum contributes second largest revenue to state and first in horticulture export
Weakness: Cargo handling facility at Belgaum Airport for agriculture and horticulture export was planned and never executed.

Strength: Equidistant to Bangalore Mumbai and Hyderabad
Weakness : No initiative form state government for Belgaum-Dharwad and Belgaum-Bagalkot-Raichur Rail line

Strength: American and foreign universities, GEMS education interested to establish educational township in Belgaum
Weakness : lack of political will and slow response form state government to make investor friendly approach towards Belgaum

Kumarswamis intention to divide our hearts of Belgaumites : Wrong.
I request all Belgaumites to stand above language to heal each other wounds and slap on these politicians face, Belgaum's devlopment should become our main interest , livilihood for everyone is all about the basic need for every human being. A tolerant society is my dream but want your eyes to share the same and if any one should open his eyes they should see Belgaum as the city for everyone,I am not a social reformer ,but do believe in thought process and mind power , ability of an individual to come up and stand out in the times of difficulties, we all might have seen "Rang de Basanti" , dont you all think our society need such awakening , and why not Belgaumite be trendsetters, Unity is strentgh but dont just leave it reading as bunch of words.
If it has happened in the past it can happened today.
Jan 2001 Times of India Belgaum: Is Belgaum city corporation (CCB) moving away from its language-based politics? the coming together of marathi and kannada groups for the second time in the history of bcc to elect the mayor was an indication towards this. and at the first meeting of the newly elected bcc members, a resolution to merge marathi-speaking areas of karnataka with maharashtra was rejected outright. it was a tradition of the bcc to pass such a resolution pleading with the union government to take an initiative to merge the border areas into maharashtra. the resolution was proposed by the mes and shiv sena, which received a setback when a section of marathi corporators, led by sambhaji rao patil, joined hands with kannada-urdu group to come to power. to the disappointment of mes-shiv sena, the ruling members passed another resolution giving a new twist to the long-standing border dispute between maharashtra and karnataka. the members made it clear that they would welcome any decision taken at the proposed meeting between karnataka and maharashtra at the initiative of pm vajpayee. this did not go well with the opposition. when mayor vandana belgundkar gave her ruling, the mes and shiv sena rushed to the well of the house and stalled the proceedings. mayor suspended the disrupting corporators and had to adjourn the house when they did not relent. the ``knockout punch'' came from sambhaji rao patil. he is an active and powerful pro-marathi leader in belgaum city. he said: ``they are not ready to resolve the border dispute. what they need is to keep the issue alive to reap political benefits.'' former mayor shivaji shuntkar earlier tabled the resolution, which was opposed by mlas ramesh kudchi and manohar kadolkar and sambhaji rao patil. the resolution states that belgaum, khanapur, nippanni, karwar, bidar, bhalki and other areas should be merged with maharashtra. it may be recalled that cm krishna had taken an initiative to create a platform for both marathi and kannada corporators to come together and prepare an agenda for the development of belgaum. He had also announced a special developmental package for belgaum.

MES calls for 'hartal' today

The Belgaum city unit of Maharashtra Ekikaran Samithi has called for "hartal" and appealed people to observe a bandh on Thursday as a "tribute to the Marathi-speaking workers who sacrificed their lives while fighting for justice in the boundary dispute" between Maharashtra and Karnataka.

The MES has been observing January 17 as "Martyr's Day" since 51 years.

President of the city unit of the MES Narayanrao Tarale and working president Deepak Dalvi on Wednesday appealed to the people to respond positively to the "hartal" call.

Tributes would be paid to martyrs at Hutatma Chowk in the city, they said.

A public meeting would be held in the evening at Samyukt Maharashtra Chowk, they added.

The Hartal call has not received a great deal of response from the local pbulic. May be in the evening Khade Bazar and Ramdev Galli corner will be closed due to the meeting there.
