Abhay Patil MLA arrested

The police on Friday arrested BJP MLA Abhay Kumar Patil and four of his supporters in connection with the attack on the Chief Engineer, Irrigation, North Zone, Belgaum, on Thursday. He was produced in the JMFC IV Court which granted him bail. The other accused Raju Patil, Rajendra Pawar, Deepak Jamkhandi and Sanjay Patil were also produced in the court which granted them bail.

Earlier, Various organisations condemned attack on irrigation official. Protest was organised by Karnataka State Engineering Service Association. Associations seek action against policemen for remaining mute to the attack.

A large number of employees of the Irrigation, Public Works and other State Government departments on Friday took out a procession in protest against the attack on S.S. Khanagavi, Chief Engineer of Irrigation, North Zone, and seeking the arrest of BJP MLA Abhay Kumar Patil here on Friday.

Accuse official of ‘showing disrespect to Hindu religion’

Attack: Police try to shield Chief Engineer of Irrigation S.S. Khanagavi from Sangh Parivar activists in Belgaum on Thursday.

In what could be termed as an “embarrassment” to the Bharatiya Janata Party Government in the State, the workers of the ruling party, Vishwa Hindu Parishat and other members of the Sangh Parivar, apparently led by BJP MLA Abhay Kumar Patil, beat up Chief Engineer of Irrigation, North Zone, Belgaum, S.S. Khanagavi in the presence of the police under the pretext of showing disrespect to “Hindu” religion.

Sporadic violence was reported on Thursday during the Bharat bandh” call given by the VHP over the land transfer issue to Amarnath shrine in Jammu and Kashmir, which evoked near-total response.
The attack on the senior State Government officer led to an instant protest with all the employees in the north zone coming out of their offices and raising slogans against Mr. Patil and demanding his unconditional apology for what they described as “most condemnable” and “uncivilised act.”

Karnataka Engineering Service Association president Shivanand Hugar announced that all the employees in the Irrigation in the north zone comprising the districts of Belgaum, Bijapur, Gadag and Bagalkot would stop office work from Thursday to protest against the incident. He hoped that engineers and other employees in other government departments would also protest against the attack on the senior official.

Mr. Khanagavi, who felt humiliated, refused to comment on the incident and returned home under police security after saying: “I have got the reward for my 35 years of service to the government and people of the State, that too from a Hindu organisation; its all God’s wish.” He denied of any personal differences with Mr. Patil, who the former said had come to his office for the first time.

But, sources in office told The Hindu that Mr.Patil had made phone call to Mr. Khanagavi during election campaign and just two days ago. Mr. Khanagavi, who refused to lodge a complaint, finally yielded to the pressure from his staff and lodged complaint with the APMC Police Station later in the evening.

The drama unfolded when a group of less than 100 left the main procession led jointly by BJP MP Suresh C. Angadi and Mr. Patil and marched to the Irrigation Office on Club Road. Four of them entered the chamber of Mr. Khanagavi and reportedly asked him to close the office in support of the bandh. When Mr. Khanagavi, who maintained that he cannot close the office and came out of his chamber to convey the same to other members of the group waiting outside, some of the group members allegedly pounced upon him and assaulted him. The police present at the spot managed to escort Mr. Khanagavi to his chamber. Then the group members shouted slogans and abused Mr. Khanagavi for allegedly abusing and hurting Hindu sentiments.

Mr. Patil made a dramatic appearance within moments after his supporters finished their job, took control over the group and staged a dharna demanding apology from Mr. Khanagavi.
After refusing to yield for half-an-hour and apparently persuaded by Superintendent of Police Hemant Nimbalkar, Mr. Khanagavi finally came out of his chamber and tendered his apology.
But, as Mr. Patil and his supporters dispersed, the irrigation department employees started expressing anger and started demanding apology from the MLA.

Residents of Kaveri Nagar in Belgaum South constituency were in for a surprise on Sunday morning.

Abhay Kumar Patil, two-time MLA from the constituency, was seen making way for stagnant water that had accumulated on a long stretch of a road. A few residents of the area, including women, joined hands with him in the drive. In sharp contrast to many of his counterparts who are busy attending felicitation functions, Mr. Patil engages himself in some development work at least once in a day.

Mr. Patil has been successful in developing the two model villages of Hulikavi and Jafferwadi in the erstwhile Bagewadi constituency which he represented in the previous Assembly.
He also kicked off the process for the third village of Gejapati in the same constituency.
Mr. Patil is now looking forward to developing all localities, including slums, in Belgaum South constituency into model colonyies.

Since he feels that the corporation or local municipalities do not offer much help in keeping the city clean, Mr. Patil has started involving people in the “shramdan.”
By leading the voluntary service, Mr. Patil has been motivating people not to depend on municipal workers.

On Tuesday, he held a meeting with Belgaum City Corporation officials, and proposed to take up a pilot project to develop one of the slums into a model colony.
If it turns out to be successful, the project will be extended to other localities in Belgaum South.

Caste Equations will play their Roles

But for a few aberrations in the history of Indian elections, caste has been all the more dominate in deciding the prospects of political parties and contesting candidates. Those who value of caste and work out have always gained. This has been proved time and again, as elsewhere in the country and state, in Belgaum too.

With or without issues pertaining to development and progress, caste remains omnipotent in this election too. Ultimately, as the candidates fail to impress the electorate or elevate their voting-conscience above caste and religion based voting, they are back to same old game of consolidating the vote-banks on basis of caste and religion. The composition of caste, they know, would be ultimate in deciding their future at the hustings. That's why, a candidate told Biddu here on Wednesday, all political parties invariably look into the caste and sub-caste before announcing their candidature.

In the three assembly constituencies of Belgaum North, Belagum and Belgaum Rural, the future of the candidates in the fray is depends on how the individual caste group will vote. But, not candidate can afford to ignore the major caste such as Lingayats, Marathas, Scheduled Castes, Scheduled Tribes, Muslims and Jains, which are bound to play crucial role in these elections too.

According to one estimate obtained from a government department by Biddu, of the total electoral college constituting of 1,77,320 in BN the presence of lingayats is highest and account for 52,000 electorates, followed by the Marathas whose strength is 38,000. The Muslims for the third highest voter population with 40,000 followed by SCs-15,000, STs-11,000, Jain-8000, Bhrahim-4000, Kurbar-2000, Devang-3000, Maheswari(Marwari)-1000, Kankani-1000 and Others-2320.

Similarly, in Belgaum South, the composition shows that Marathas dominate the constituency with 50,000 voters followed by Jains, which account for 21,000. The lingayat constitute 16,000; Muslim, SC and Devang-15,000 each, ST-6000, Brahmin-10,000, Maheshwari-7000, Kurbar-5000, Konkani-6000, Savaji(Kshatriya)2000, Hanabar-1000 and Others-11,030. The total voters in the constituency are 1,800,30.

In Belgaum South having 1,87,025 voters, Maraths are in highest number, about 70,000. The lingayats form the second highest voter population followed by Muslims, about 6,000. The strength of voters belonging to other castes are SC-14,000; ST-13,500, Jain-7000, Brahmin-2000, Kurbar-4000, Hanabar-7,800, Devang-1,824, and Others-1901.

If these figures are any indication, the contesting candidates belonging to either of these castes or religious communities can very well guess about their prospects, even while pinning their hopes on some support from sympathetic individuals belonging to caste(s) other than their own.

Belgaum South Voter ID card till 18 may

The voter ID card program for Belgaum South has begun today and will go on till 18 may.The program is being conducted in Herwadkar School & Swadhay vidya Mandir.

Nanawadi, Tilakwadi,RC Nagar, Vadgaon, Angol, hindwadi, Peeranwadi,Mazgaon and other adjoining areas are being covered in the Swadhay Vidya Mandir.

Shahpur, SPM road and adjoining areas are covered in the Herwadkar School.
There are various counters according to areas, so you check you area and then go to that counter. Fill a form (very small with your name, Date of birth, your serial no).
The most important is Serial no. in the voters list. There are people outside the halls to let you know your serial no. But I would rather suggest you all to see my post on voters list on this very blog, search your name and just go there, it becomes very easy. Most people spent time in searching for their names in the voters list, hence this suggestion and it works as I did the same thing and I got my voter card in 15 mins.

Now Belgaum South will also have a nice fight

Deepak Dalvi the rebel MES candidate yesterday withdrew from the race and now will support the official candidate of the MES, Kiran Saynak.

By doing this the marathi vote that would have been divided can possibly go into Kiran Saynak's favour. But still the fight in South will be between, Sambhaji Patil(INC), Abhay Patil (BJP) & now Kiran Sayank (MES).

A notification announcing calendar of events for elections to the State Assembly from 18 segments in the district will be issued on Saturday. Polling will be held on May 22.
The Deputy Commissioner and Chief Electoral Officer for Belgaum district, M.E. Shivalingamurthy, said here on Friday that the nomination process would begin on April 26 at designated centres between 11 a.m. and 3 p.m.

The last date for submitting nomination papers is May 3. Scrutiny of nomination papers will take place on May 5. The last date for withdrawal of nomination papers is May 7. Counting of votes will take place on May 25 at K.B. Kore Polytechnic for Nippani, Chikkodi-Sadalga, Athani, Kagwad; and B.K. Arts, Science and Commerce College for Hukkeri, Kudachi (SC), Yamkanmardi (ST), and Raybag segments in Chikkodi town. The MES candidates for the all the seats have to be still decided. This time the fight will be not triangular nor the earlier way like Marathi Vs Kannada. After the delimitation the background has changed and this time the victory of any candidate will be by very very few margin of votes.
Kannada people might vote their Kannda candidate, Marathi people might vote for their candidate. The shivsena may also contest,so the marathi votes will get divided. The BSP may also file in its candidate and of course in the independents from various parties who could not get the ticket.
The votes will get divided and nobody can surely say one will win. Yes, of course money and muscle power will play a important role in some areas.

But be sure Belgaumites, this election will not be a easy one. All the political parties will play their card. But we Belgaumites, must vote for a person who will work for us, may be he is a Kannada or a Marathi or any other....Vote for a Better Belgaum.
